The year 2005 has been one of disasters, both natural and man-made. Hurricanes, tornadoes, floods, and a continual stream of terrorist attacks have taken lives and destroyed property. As an industry and as a nation, we must keep ourselves informed about the many potentially devastating events that could change the way refiners and petrochemical manufacturers operate. Topics offered during the conference and the Terrorism - Current Trends and Threats training session will present timely information of importance to attendees.

Congress and the Department of Homeland Security are pursuing new initiatives in the area of security that will have a definite impact in the area of security on our industries. For example:

  • Introduction in both the Senate and House of legislation to regulate security at chemical facilities, including refineries and petrochemical plants, and
  • The Risk Analysis & Management for Critical Asset Protection (RAMCAP), a program allowing DHS to collect information on vulnerabilities and potential consequences of postulated intentional attack scenarios of critical assets, and to then compare the results within the critical infrastructure sectors (such as chemicals and petroleum) and, ultimately, across various infrastructures to help DHS make informed risk-based decisions. This effort is nearly complete and early next year DHS along with the industry trade associations, sector coordinating councils and others will be asked to communicate the importance of participating in the DHS RAMCAP program.


With all this in mind, NPRA has invited senior officials from DHS, DOE, the FBI, our own industry, and other intelligence and security professionals to join us at the 2006 Security Conference to share information on topics of current and future importance.

The 2006 Security Conference is an opportunity for you to learn and gain critical information in the following areas:
  • Lessons Learned from Katrina and Rita (come prepared to share your insights),

  • Current threat assessments (from those who know),

  • Pending chemical facility security legislation (will it change the nature of DHS?),

  • RAMCAP (a major priority for Congress and DHS – and therefore for us),

  • Improvised explosive devices (always a favorite of the terrorists),

  • Workplace violence (usually an HR problem, but ours as well),

  • The electricity grid (what happens when the lights go out?).


Always a welcome speaker, Dr. George Friedman of Stratfor will conclude the first day’s session with his informed observations on the world of terrorism.

Tuesday, March 7, will also include networking time and an opportunity to talk with representatives of security related vendor companies.

Cancellation and Other Policies:

By registering for this meeting you signify that you have read, understand, and agree to abide by NPRA's policies on fees, registration, spouse/guest registration, and cancellations.

REGISTRATION POLICY: Those who are present at the site of an NPRA meeting and/or occupy a hotel room in the NPRA room block to conduct business with industry personnel gathered for that meeting are expected to register for that meeting and pay the registration fee, whether or not they attend a specific function.

FEE POLICY: Registration fees will be assessed in accordance with membership information currently on file with NPRA. If you have improperly indicated fees to be charged, the correct fees will be charged to your credit card.

SPOUSE/GUEST POLICY: A guest is a spouse/significant other, friend or an adult child (18 years old or older) who is not in an industry-related occupation. A co-worker, an associate or spouse who works within the industry may not use the Spouse/Guest registration category.

CANCELLATION POLICY: Registration substitution/cancellations may be made on-line, faxed to 202.835.0467 or e-mailed to SC@npra.org. No cancellations will be taken over the phone. Cancellations may be made by February 6, 2006 with no penalty. Cancellations done on-line or written cancellations postmarked, faxed, or emailed between February 7 and February 20, 2006 will receive a refund of fees, less a $50 processing fee. No refunds after February 20, 2006. Substitute conference registrations may be made in advance or on arrival with no penalty.

ENTERTAINMENT POLICY: We ask your cooperation in observing Association policy on activities held in conjunction with any NPRA meeting:

Meetings or social activities should not be scheduled that take registrants away from NPRA programs and NPRA-sponsored activities;
  • Any company sponsoring a function to which 25 or more people are invited should outline its plans for advance approval by NPRA. In general, such functions will be approved if they do not unduly take registrants away from NPRA-sponsored activities;
  • All representatives of companies sponsoring hospitality activities are expected to register for the meeting;
  • Hospitality suites are expected to close by 1:00 a.m.;
  • Food, beverage and service personnel (bartenders, hostesses, etc.) must be obtained through the hotel catering department;
  • Suite promotional activities are to avoid the use of elaborate entertainment, expensive door prizes, suite attendance solicitation by individuals who are not full-time employees of the sponsoring company, or other similar activities.
