The International Maritime Organization (IMO) mandate to lower sulfur emissions in bunker fuels to 0.5 wt% sulfur is going to have a global impact on all markets. The near overnight shift from 3.5 wt% maximum to 0.5 wt% will result in new blends of bunker fuels to meet the nearly 3.0 mmbl/d demand globally. The scrubber uptake is well behind the projections and the impact will span the panacea of crude diets, blending of distillates, virgin gas oils, and low sulfur residues as components to make this new fuel. The demand for ultra low sulfur diesel and gasoline globally continue to rise along with petrochemical demand. The pressure will be most acute on the FCC that is a major supplier of gasoline and propylene. This presentation will provide the history, the U.S. dynamic and the boundaries a refinery will need to consider in the post January 1, 2020 IMO world.
