Process equipment steam out and purge cycles are routine steps during refinery process unit maintenance shutdowns and turnarounds. These activities have the potential to disrupt normal operation of the flare gas chromatograph monitoring vent gas composition and can drop the net heating value of the flare gas below minimum requirements, especially during nitrogen purging. These activities can impact monitoring systems set up to meet the requirements and/or limits contained within federal greenhouse gas reporting rules 40 CFR 98, New Source Performance Standards subpart Ja 40 CFR 60, and, the Refinery Sector Rules 40 CFR 63.
