Description:

One of the main Refinery Sector Rule (RSR) requirements for flares is the transition from a one-time demonstration of flare performance to continuous monitoring of several parameters including flame presence, visible emissions, flare gas heating value, and flare gas, assist air or steam, and supplemental gas flow. The selections of monitoring instrumentation will vary based on the number and types of units the flare services, the nature of the flare vent gas, and the monitoring equipment already in place. This presentation will provide conference attendees with an understanding of the options and alternatives discussed during the scoping of flare instrumentation for the seven flares located at the Philadelphia Energy Solutions Refining and Marketing, LLC (PES) Philadelphia facility. The steps for instrumentation discussions included: • Flare standard applicability review • Review of existing instrumentation • Review of options and specifications of Subpart CC • Discussion of priorities for flare composition monitoring (simply Btu/scf, speciation information, and/or instrument cycle time) • How instrumentation will work together for automatic control of the flare combustion zone heating value During this presentation, PES and ERM will provide an overview of the flare instrumentation option pros and cons and suitability to each flare system.
