As an industry and as a nation, we must keep ourselves informed about the many potentially devastating events that could change the way refiners and petrochemical manufacturers operate. The conference presents current topics of critical importance to assist attendees in keeping themselves up to date on security issues.

March 12 - Training Seminar: “The Successful Facility Security Officer: How to Evaluate, Update and Strengthen Your Site Security Program.”

Held Monday before the Security Conference begins, this full day seminar will provide detailed information on key topics such as investigation protocols, contractor vetting, DOT and DHS security requirements, legal rights and sensitivities, report writing, vehicle and personnel inspections, using K-9’s for random drug and explosives detection, and much more. Separate registration fee required.

March 13-14 - NPRA Security Conference - Schedule of Events Subject to Change

NPRA is pleased that Col. Robert Stephan, Homeland Security Assistant Secretary for Infrastructure Protection, and Dr. George Friedman, CEO of Stratfor, Inc., have accepted invitations to address us in the Tuesday, March 13, General Session. Also scheduled are a DHS intelligence threat briefing.

On Wednesday, March 14, we will hear from Georgia State University Law Professor Jack Williams on “Understanding Jihad,” and from FBI Special Agent (ret.) Mark Young on “Behavioral Profiling,” plus a special presentation on security technology and services.

On Wednesday afternoon there will be a special workshop, "TWIC 102: Implementing the Transportation Worker Identification Credential Program." Designed specifically
for NPRA member company owners, operators, and contractors, "TWIC 102" brings you the latest on this comprehensive new worker identification program.

The Exhibition held as part of the conference gives attendees the opportunity to meet and talk with representatives from companies offering a variety of security services to the refining and petrochemical industries.

Cancellation and Other Policies:

By registering for this meeting you signify that you have read, understand, and agree to abide by NPRA's policies on fees, registration, spouse/guest registration, and cancellations.

REGISTRATION POLICY: Those who are present at the site of an NPRA meeting and/or occupy a hotel room in the NPRA room block to conduct business with industry personnel gathered for that meeting are expected to register for that meeting and pay the registration fee, whether or not they attend a specific function.

FEE POLICY: Registration fees will be assessed in accordance with membership information currently on file with NPRA. If you have improperly indicated fees to be charged, the correct fees will be charged to your credit card.

SPOUSE/GUEST POLICY: A guest is a spouse/significant other, friend or an adult child (18 years old or older) who is not in an industry-related occupation. A co-worker, an associate or spouse who works within the industry may not use the Spouse/Guest registration category.

CANCELLATION POLICY: Registration substitution/cancellations may be made on-line, faxed to 202.835.0467 or e-mailed to SC@npra.org. No cancellations will be taken over the phone. Cancellations may be made by February 12, 2007 with no penalty. Cancellations done on-line or written cancellations postmarked, faxed, or emailed between February 13 and February 26, 2007 will receive a refund of fees, less a $50 processing fee. No refunds after February 26, 2007. Substitute conference registrations may be made in advance or on arrival with no penalty.

ENTERTAINMENT POLICY: We ask your cooperation in observing Association policy on activities held in conjunction with any NPRA meeting:

Meetings or social activities should not be scheduled that take registrants away from NPRA programs and NPRA-sponsored activities;
  • Any company sponsoring a function to which 25 or more people are invited should outline its plans for advance approval by NPRA. In general, such functions will be approved if they do not unduly take registrants away from NPRA-sponsored activities;
  • All representatives of companies sponsoring hospitality activities are expected to register for the meeting;
  • Hospitality suites are expected to close by 1:00 a.m.;
  • Food, beverage and service personnel (bartenders, hostesses, etc.) must be obtained through the hotel catering department;
  • Suite promotional activities are to avoid the use of elaborate entertainment, expensive door prizes, suite attendance solicitation by individuals who are not full-time employees of the sponsoring company, or other similar activities.
