This paper will cover work processes used by Refining businesses to manage suppliers. Typically, Procurement participates in the supplier selection, screening, and negotiations. While improvements have occurred over time in how businesses value suppliers, business conditions have created a need for greater attention to supplier management. World class Procurement business practices would suggest integration of suppliers. While this is mostly applicable in manufacturing, where suppliers provide materials that become part of the final product, there is also some related application to indirect services and materials. Indirect services and materials are those that support operations and maintenance as opposed to direct services and materials that become part of the manufactured products. The challenge is to find the proper level of attention to supplier management and integration in the business. The proper level of attention means ensuring that sufficient access to information and planning is afforded suppliers without the operator relinquishing too much control, and responsibility, for the end results – both of the business and of the suppliers supporting the operations.
