Whether one considers the near term or the far term, the required hydrocarbon fuel solution becomes the same: fuel containing no sulfur. The issue in new fuels and refining technologies, taken in this context, is not of “what” but of “how” and “when.” The answer is known – that enabling technologies must ultimately provide sulfur-free hydrocarbons. The means involved must focus on minimizing investment, yielding some pay-back whenever possible, and flexibility – future needs and their timing will never be predictable. This, then, will be the focus of this paper: exploring minimum investment and minimum operating cost approaches that yield some pay-back.
