This paper presents powerful industrial gas-based solutions developed and utilized by BOC to enable profitable production of clean fuels while reducing refinery emissions. Both process and environmental dimensions of the technologies are discussed; most of the options presented have been successfully ommercialized . The technology solutions are in the areas of hydrogen production, heavies conversion, cat-cracking and emissions reduction, and sulfur recovery. In addition, the paper describes how these technology options can be evaluated and suitably combined to enhance benefits. Realization of these benefits can be enhanced by co-development of the plan and options together with the industrial gas partner, who possesses mastery of these technologies and of related industrial gas production. As a co-investor, the industrial gas partner can additionally bring synergies from the industrial gas and utilities value chain and help to improve project viability, financing and approval prospects, and project development and execution. Our paper concludes by illustrating a project example, which utilized multiple industrial gas technologies and a joint approach amongst the principal project partners in developing the overall solution for increased clean fuels production with lower emissions at BP’s Bulwer Island refinery in Queensland, Australia.
