In imposing new limitations on pollution from heavy truck engines that begin with the 2007 model year, the Environmental Protection Agency promulgated companion rules for on-highway diesel fuel, limiting sulfur content to no more than 15 parts per million (ppm), a reduction from the current level of 500 ppm. The rule presents significant new challenges for pipelines and other modes of oil transport. This presentation outlines some of those challenges.
