Refiners were successful in modifying existing units or constructing new diesel hydrotreating units to meet the new ULSD sulfur specifications. This paper briefly describes the design, construction and operation of the ULSD project at Tesoro Refining and Marketing Company’s Anacortes refinery. The successful completion of this revamp project has fully met expectations while operating at lower sulfur targets than originally planned.
