The vast majority of U.S. refiners have entered into Consent Decrees with the E.P.A. in order to reduce FCC regenerator stack emissions. For most, the targets are 25 ppm SOx and 20 ppm NOx. Governments in many other parts of the world are implementing similar operating constraints.
