The paper explores the dynamics of oil sands market development. Oil sands supply scenarios are developed, with analysis of alternative pipeline routes to either traditional or potential refining markets, including overseas markets. Pipeline operators have presented a wide range of infrastructure options, targeting the U.S. Gulf Coast, East Coast and Pacific market regions. The use of heavy bitumen blends or synthetic crudes in these markets would impact refiners as well as oil sands producers. Given the diverse nature of refining in each market, and uncertainties relating to infrastructure development costs, comparison of alternatives has typically been a complex problem for all stakeholders.
