Many corporations have wrestled with reconciling the aims and expectations of a corporate operational integrity program with how it is translated operationally, in order to prove that they are not at imminent risk of a major catastrophe. Recent events have demonstrated that well- crafted policies and catalogued lagging HS&E performance indicators are not enough to attain the desired future state that “all hazards and risks associated with operations, processes and related equipment are identified and controlled or eliminated”. Husky began with a comprehensive operational integrity gap assessment process. The process involved: developing a tool, organizing an assessment team, analyzing results and preparing an implementation plan. In order to gain operational ownership of the implementation plan (culture change), a sequential process was adhered to: set Management Expectations, further define the scope of work during Deliberation sessions, and empower Action Teams to complete implementation. An audit process, utilizing the same gap assessment tool, ensures continuous improvement.
