A trend to ever lower SO2 outlet stack regulations has been challenging Refinery Air Pollution Control. In the not too distant past, regulatory agencies were content with permitting SO2 levels of 150 to 200 ppm. Currently, requirements for outlet SO2 levels in the range of 20 to 50 ppm are more common. In one instance, discussions were held on the feasibility of reaching and guaranteeing less than 5 ppm SO2 in the stack. This paper explores some of the difficulties of guaranteeing such low SO2 outlets, presents MECS DynaWave experience in achieving low emissions outlets, and provides refiners with real world solutions.
