The refinery operating environment presents domestic refiners with significant challenges. Limits on carbon emissions in the form of “cap and trade” legislation are at the industry’s doorstep and will have a progressively greater impact on management’s decisions going forward. And, while the economic downturn has likely prolonged the timeframe, the bulk of the industry experience is contemplating retirement. Against this backdrop, refiners are expected to improve the operating results in the context of the balanced objectives of HSE performance and reliable operation. These objectives intersect at the operations level where the shift team performance can make the difference. Here, the work process must be designed to support a balanced scorecard environment by meeting the challenges of carbon tracking, knowledge retention and application, and production performance. This paper provides an example of how simulation-based unit monitoring can support these objectives through discussion of the challenges, how the work process addresses these challenges, and a sulfur plant unit monitoring application example.
