The petrochemical industry in general, and refining sector in particular, demand leadership and long-term compliance in the development and execution of major programs. Programs must be comprehensive, with rigorous commitment, to fully protect human health and the environment. This paper addresses such a comprehensive program, based on a recent industry case study regarding tank overfill protection (or “TOP”) at above-ground, atmospheric storage tanks at a major international pipeline organization. Tank “overfills” and the attendant consequences pose significant risk to the safety of workers, communities, and the environment. The program offers significant benefits for refining applications: defined business philosophy-vision; organizational commitment; accountability; identification of systemic gaps; consistency in policies and standards; and long-term compliance & assurance. From a business perspective, key results include enhanced operations, risk reduction, and improved safety. This paper will focus on the key aspects of comprehensive programs.
