Operators have a significant influence on a plant’s reliability. In spite of this, little attention is focused on the improvement of operators’ capabilities or the development of an operator ownership culture. Therefore, many plants could make a significant improvement in performance by creating an operator ownership culture. In this paper we will discuss three things: the importance of effective operators in achieving high reliability at a low cost; the attributes of effective operators; and a method to enable the creation of an operator ownership culture. We also provide some closing remarks about how to begin creating an operator ownership culture.
