In concert with other efforts to improve air quality and efficiency, jurisdictions around the world have policies targeting the minimization of flaring from industrial facilities. Flaring releases gases such as CO2, SO2, and NOx into the atmosphere. For facilities situated near residential areas, flaring has become an issue of discussion with both local authorities and representatives of the local population in neighborhood councils. Topics such as noise, light, and smoke emission and smells—which directly impact the residents—receive much more emphasis in these neighborhood councils than other emissions (to atmosphere, water, or soil), which tend to receive more attention at the higher levels of government.
