U. S. Energy Information Administration identifies a 1.2 million barrels per day (B/D) spread between barrels per stream day (B/SD) and barrels per calendar day (B/CD) at U. S. refineries in 2014. (See Exhibit 1 in Appendix). That is the equivalent of four new 300,000 B/D refineries. I am predicting that frontline employees have the experience to turn all or a significant portion of the 1.2 million barrels into sustainable operable capacity.
