While power plant and industrial fuel oil qualities have been changing for decades, bunker fuel quality has remained relatively unchanged. In October 2008, the International Maritime Organization (IMO) adopted some key amendments to Annex VI of the International Convention for the Prevention of Pollution from Ships (MARPOL) regulation. The IMO is the branch of the United Nations that deals with maritime matters. MARPOL governs maritime pollution and Annex VI concerns emissions into air. Additional changes have since been established to cover implementation.
