As a requirement for either ANSI/ISA-84 or IEC 61511, a process is defined to determine appropriate safeguards or Independent Protection Layers (IPLs). As stated in both, all IPLs shall meet specificity, independence, dependability, and auditability. To meet these requirements, life cycle management needs to be explicit. For the last few years, the majority of the literature and presentation have been vigilant on SIS Life Cycle Management, for good reason. The rules for determining an IPL, however, do not distinguish between an instrumented IPL and a non-instrumented IPL. The same rules that continue on with the life cycle for SIS are relevant to non-SIS. Since the PSM community has, essentially, defined the life cycle management for SIS. Thus, we now are compelled to characterize and manage the life cycle for those non-SIS IPLs. I will present a process to manage the IPLs that are non-instrumented.
