On November 8, 1990, refinery K-wastes; DAF float, slop oil emulsions, heat exchanger bundle sludge, API Separator solids, and leaded tank bottom wastes were regulated by the 1984 HSWA Land Ban Regulations. These waste streams can no longer be disposed without meeting treatment standards for constituent compounds characteristic to these materials. This rule has forced generators of this material as well as treatment and disposal companies to initiate methods to manage wastes bearing these waste codes. One of these methods is to make the material useable as a fuel. This paper discusses methods used to convert the K-wastes to fuels as well as other alternative treatment processes for this material.
