Although air quality in the United States has improved over the past decade due to the imposition of emission controls on both industrial and mobile sources of air pollution, many cities continue to exceed national air quality standards. In an announcement on 16 August 1990, the Environmental Protection Agency (EPA) said that 96 metropolitan areas, led by Los Angeles, still fail ozone standards. According to the EPA, despite some improvements, 133 million people still live in areas exceeding ozone standards and almost 78 million in areas that: exceed carbon monoxide limits. These facts underscore the difficulties facing air quality managers today as efforts are made to develop strategic plans for future air quality improvements. It also demonstrates that future air quality improvement plans will require innovative approaches.
