OSHA's impact on refinery operation has increased dramatically, beginning in the mid-1980's. Hazard communication made significant and highly visible changes in our workplaces as we implemented the MSDS, labeling, and training provisions of this important OSHA regulation. While many in industry were unconvinced of the need and resentful of the burden, these important hazard communication practices are now part of our culture and seem both logical and necessary. Next came injury/illness record keeping, with the new BLS Guidelines and unprecedented fines ushering in a new age of aggressive OSHA enforcement. Then came Hazwoper, the regulation protecting employees at hazardous waste sites and during emergency response in our plants and refineries. Hazwoper has demanded significant compliance effort, with more to come as a result of pending new regulations for training accreditation.
