Traditionally in the United States, C, olefins and some of the C, olefins produced in the refinery’s FCCU and other cracking units are left in the finished FCCU gasoline product. Today, because the Clean Air Act Amendment of 1990 requires that “reformulated gasoline” be supplied in the nine worst ozone non-attainment areas, this option is rapidly disappearing. The mandated reformulated gasoline “formula” significantly reduces the benzene and aromatic content and requires at least 2 wt% oxygen in this new product. The alternate “performance standard” requires significant reductions in the volatile organic compound (VOC) emissions or toxic air pollutant emissions from vehicles when using reformulated gasoline’. Undoubtedly, the performance standard requirement will result in reductions in the Reid Vapor Pressure (RVP) and olefin content, particularly light olefins in the final reformulated gasoline specifications.
