Probably, never in history has a piece of legislation caused so much discussion and controversy. The Clean Air Act Amendments of 1990 will fundamentally change the way many companiesr un their businessesin the latter half of this decade. From the perspective of the chemical producers, the concern is that the increased regulation of the refining and gasoline markets could result j:: structural changes in the value of some basic petrochemicals. The problem is that the entire commodity petrochemical industry in the United S tates represents only about 3 percent of the volume of the gasoline market in the United States. Since the move to reformulate gasoline will ultimately affect at least 30 percent of the motor gasoline market in the United States, the cause for concern in the chemical industry is understandable. Of course. one problem is that the refining industry does not fully understand the chemical business, and, likewise, the chemical business does not fully understand refining. This paper is an effort to look at the coming changes from both sides. Naturally, since the regulation focuses on monitoring and controlling gasoline production, there is greater emphasis on this aspect.
