This paper highlights some of the unique features, results, conclusions, and policy implications developed through a cooperative effort of Amoco Corporation and the United States Environmental Protection Agency to study pollution prevention. The objectives of this innovative case study were to measure the emissions from a functioning industrial facility, evaluate options to reduce the emissions and their impacts, and examine the factors which encourage or discourage pollution prevention initiatives.
