Description:

The purpose of this paper is to review the implementation program for the Process Safety Management (PSM) process at the CITGO Corpus Christi Refinery. This effort was started to gain compliance with the recently passed OSHA regulation 29 CFR 1910.119. The more work that is done by the refinery personnel on the PSM process, the more it is realized that this effort is good for business and has many operational benefits. This paper will not review the regulation, but will summarize the major activities the refinery has started, to work toward compliance. The organizational structure and resource allocations will be reviewed and both global issues and unit specific issues will be discussed. The three largest areas of activity are: (1) Drawing Reviews and Upgrades, (2) Procedure Development and Training Activities, and (3) Unit Process Hazards Analysis (PHA) or > HAZOPS, and these will be reviewed in detail. Finally, the scheduling and tracking system will be presented. along with projected costs to implement these activities. The conclusion will cover the benefits and concerns in the implementation process for PSM.
