In mid- 1990, the Secretary of Energy requested that the National Petroleum Council (NPC) undertake a broad U.S. petroleum refining industry study looking at the impact of environmental regulations over the next twenty years. The study will culminate in a final report from the National Petroleum Council to the Secretary during the summer of 1993. This two and a half year effort has involved the volunteer efforts of over 100 individuals representing the NPC member companies and the use of several uniquely qualified consultants and contractors.
