A general management system is a strategy to obtain the best use of a company's resources to further its goals. The team approach is an effort to utilize the human resources by fully engaging employees, not only in the ordinary work of the plant, but also in achieving optimum operation productivity and management efficiency. Two systems are required to perform complex work: (a) a technical system of tools and materials and (b) an organization cr social system to operate and manage the technical system. A highly flexible, adaptive, innovative management system that utilizes its available resources to the best advantage is required. A team-based system can engage more of the company's available intelligence than a traditional line-authority system, and therefore can be more capable of timely and effective operation of complex operations. In designing and evolving our team based management organization at Rock Springs, it was often difficult to get sufficiently detailed information from other plants involved in this same activity. Sometimes it was considered proprietary, other times it probably didn't exist. We suffered greatly from not being able to learn from others experiences and mistakes more than we did. It is hoped that by offering the following information about our evolution, it may be helpful to others who follow.
