The basic mold for transportation-fuel composition was set by the Clean Air Act Amendments of November 15, 1990. Subsequent action by EPA and state agencies has more clearly defined trends for the future. Examples are the definitions and time frames for the Simple and Complex Models as well as diesel fuel rules implemented in 1993. At the same time the following undecided issues, some currently prominent in the press, others in the background, will eventually fine-tune the direction of reformulation and set the pace for petroleum processing for the balance of the century and beyond: RFG Oxygen, Choice and Mandates The Impact of Nitrogen Oxides Light Olefins and Evaporative Emissions Heavy Hydrocarbons and RFG CAFE Standards -- Impact on Gasoline Alternative Energy Sources for Transportation Fuels It is the purpose of this paper to discuss these unresolved elements and speculate on the impact on fuel composition beyond the year 2000.
