The quantity of oxygenates required is determined partly by the Severe and Serious areas for which EPA requires Reformulated Gasoline (RFG)“, The remaining market will be defined by states that are required to develop State Implementation Plans as necessary to achieve ozone attainment in their own areas. The distribution of oxygenates is also far from settled. Just when it appeared that the Reg-Neg process would finally be allowed to work as designed. Political pressure was brought to bear on the EPA to propose a mandate for 30% of the RFG oxygenate to be from renewable sources (Read ethanol). This proposal still has a long way to go and has ellicited a lot of opposition in its short existence.
