California is the second largest crude oil producer in the lower 48 states. Nearly half of its production is heavy oil, difficult to transport and costly to refine. Given better methods of processing, production could be expanded. Likewise, huge worldwide reserves of heavy oils could be better exploited if more attractive processing methods were available.
