The California Air Resources Board (CARB) has imposed regulations for reformulated gasoline, which are planned to go into effect March 1996. CARB opted to define the gasoline recipe in contrast to the EPA approach of calculating tailpipe emission reduction values. The CARB specifications for the summer season are shown in Table 1. The CARB specifications require significant reductions in sulfur, olefins and distillation points in addition to the EPA targets of RVP, aromatics, and benzene. CARB offers two options for meeting the recipe targets. The first option is simply not to exceed any of the "Flat" limits for each gasoline blend. The second option is to meet the average specification over a go-day period with no specific blend exceeding the "Cap" limits. This option allows refiners to exceed the " Flat 'I limits for some individual blends and still meet the average compliance values.
