With 1995 being the first year of the reformulated gasoline (RFG) program in the United States and with California’s reformulated gasoline program beginning in 1996, this paper looks at how three refineries-one on the East Coast, one on the West Coast, and one on the Gulf Coast-have fared with the required changes so far.
