Reformulation of gasoline to reduce automotive emissions was the main thrust of the 1990 Clean Air Act Amendment (CAAA). Phase I of the Reformulated Gasoline (RFG) Program focused on reduction of volatile organic carbon (VOC) and toxics (TOX) which are controlled mainly by RVP and benzene respectively. Phase II increases restrictions on VOC and TOX and also requires reduction in nitrogen oxides (NOx).
