Description:

In June 1998, the European Union agreed on new specifications for the quality of diesel transport fuel. According to these specifications the maximum permissible sulfur content of diesel will be 350 wppm from the year 2000, and 50 wppm from the year 2005. It will be possible for member governments to give tax incentives to encourage introduction of 50 wppm sulfur diesel prior to the year 2005. The specifications for the year 2005 will be finalized at the end of 1999, when the Auto-Oil II program is complete. It is expected that the final specifications will require lower density, lower polyaromatic hydrocarbons (PAH), lower 95% boiling point, and higher cetane number. The proposal originally presented by the European Parliament, and the World-Wide Fuel Charter issued in January 1999 by the Engine Manufacturers’ Associations (EMA) of USA, Japan and Europe might provide some indication of what the specifications will be for these properties in the year 2005.
