The DEA plant is a combined refinery, olefins, and petrochemical plant located on the Rhine River in Germany. Process upsets in the 2 olefins plants release gas to 5 large flares (2 ground flares, 3 high flares). The local community complains whenever there is excessive smoking caused by insufficient flare steam or slow operator reaction to a flaring episode. A hybrid expert system and control application was installed to eliminate these complaints by automating the steam to the 3 high olefins flares.
