Minimizing the frequency of episodic environmental events at industrial facilities is an important element for driving loss prevention strategies and reducing risk for manufacturing organizations and the communities they operate within. Key to development of an effective program is identifying root causes, failure modes, and accurate locations of failure events so that resources can be focused toward vulnerable areas. Reliability based approaches are attractive for industrial facilities that have competing operational interests. This is true, because they allow relevant statistical information to guide maintenance and capital improvement decisions rather than "best professional judgment" of persuasive individuals who are competing for finite resources.
