The United States Environmental Protection under the New Source Performance Specifications defined in 40 CFR 60 and other State environmental agencies allow predictive emissions monitoring systems (PEMS) as an acceptable alternative to hardware-based continuous emission monitoring systems (CEMS). This paper discusses the regulatory history of PEMS, addresses the various types of PEMS, highlights nonlinear regression model based PEMS and provides case studies on PEMS installations. The paper will provide an overview of the methodology used to develop a PEMS including experimental design development, data gathering, model building, run time installation, application testing phase and certification testing.
