Ongoing efforts of northeastern U.S. states to address local ozone non-attainment issues have been successful in improving air quality. However, these efforts by individual states have not succeeded in bringing the northeast into compliance with the ozone national ambient air quality standards (NAAQS). Recognizing the potential impact of transported ozone precursors on air quality in the northeast, several regional programs have been initiated by the U.S. Environmental Protection Agency (EPA), state, and local agencies to reduce emissions of nitrogen oxides (NOx) in a wide geographic area of the U.S.
