Compliance with Tier 2 clean fuels regulations will require additional hydrodesulfurization (also called HDS or hydrotreating) capacity and result in additional sulfur loads for many refiners. Unfortunately, many refineries are at or near maximum capacity for their existing Claus sulfur recovery unit (SRU) or in some cases don’t have an SRU at all. For these refineries, the new Tier 2 clean fuels regulations will result in the need to add SRU capacity and/or modify an existing Claus SRU. For all but the most recently permitted Claus SRUs, any change may result in the need to bring the entire SRU up to current requirements. For example, in Texas, amending the existing permit to add Claus SRU capacity might also result in a need to meet current redundancy requirements for the SRU itself and/or the tail gas treater.
