This paper is intended to provide a summary of the most significant amendments to the Refinery MACT II rule. Minor clarifications and corrections are included in the technical amendment package; however, these minor changes are not all documented in this paper. At the time of this writing, the technical amendment package is in the final phase of review. The amendments still require the approval of the EPA’s Administrator and publication in the Federal Register before they become effective. Until the review is completed, some regulatory language may still be changed. Though significant changes are unlikely, regulatory language provided in this paper must be still be considered draft. This paper is divided into sections following the major sections of the rule amendments. First, the amendments to the definition of the affected sources are discussed. The next two sections discuss amendments that pertain to compliance provisions for process vents associated with the FCCU and the CRU, respectively (note: only minor clarifications were made to the compliance provisions for the SRU). Finally, amendments to the requirements for continuous parameter monitoring systems are briefly discussed.
