Dredging sediment material from cooling water intakes, fire water intakes, and berthing areas is far removed from core refinery processes. However, clear intakes and dock areas are essentia l to uninterrupted plant operation. Dredging, however, is infrequently required, and generally, years pass between dredging events. Consequently, current dredging regulations and the permitting process for removing sediments are unfamiliar to many environmental plant managers. A summary of the dredged material bulk sediment and elutriate sampling, characterization, and permitting requirements is presented, based on the experiences of refineries on the Delaware River (Pennsylvania). Key dredging issues are highlighted, including clamshell vs. hydraulic dredging, and permitting related to the beneficial reuse of dredged material. Methodology and results of sediment sampling and characterization efforts are presented, as well as a summary of five- year trends in collected sediment data.
