Description:

MACT standards mandate the abatement of hazardous air pollutants (HAPs) from major industrial sources via specified reference control technology (RCT). RCT must be used to abate HAP emissions during normal, steady state operations. Recognizing that significant HAP emissions can occur during start-up, shutdown and malfunction (SSM) events, the EPA requires the use of good management practices to minimize SSM emissions, as a general duty. Rather than specify the management practices to be used during an SSM event, the EPA allows (requires) industrial sources to define the practices in a written SSM Plan (SSMP).
