Description:

The Clean Air Act (CAA) requires certain stationary and mobile sources to substantially reduce emissions, but how much impact has the implementation of the CAA programs actually had on the environment? This paper examines the effect of the CAA and its amendments on Kay County, Oklahoma. The county currently meets or is “in attainment” of the National Ambient Air Quality Standards (NAAQS) established for “criteria” pollutants. It is home to various CAA regulated entities including a petroleum refinery, a carbon black plant, a coal- fired power plant, and various petroleum-related facilities. This paper summarizes the historical emissions from these sources and compares them to the ambient air quality data collected from the surrounding area. This comparison dramatically demonstrates the reductions, which have occurred since the inception of the CAA programs and their impact on the air we breathe.
