Regulatory compliance is increasing the demand on plants to find a better way to meet Environmental, Risk Management Plan (RMP) and Process Safety Management (PSM) requirements. Refineries and chemical plants must embrace new work processes to meet the increasing demands of regulatory compliance in order to comply with law and improve worker productivity. Of all the regulatory compliance programs facing refining and chemical companies, the Clean Air Act Amendments Title V program has significantly changed the way business will need to be conducted. Under the Title V program, plant officials must annually certify the compliance of their facility and ensure that a reasonable inquiry has been preformed to validate the certification. The sophistication of this mandate has required plant operating companies to embrace innovative and complex approaches to achieve compliance. Lyondell-Citgo Refining LP (LCR) has embraced this challenge with an integrated system that pulls together the efforts of all work groups in the Refinery. At the heart of this process are the task completion activity and the information provided by the plant’s operators. LCR has piloted a new process to automatically integrate the activities of its field operators into its Title V compliance tools through mobile computing. This paper will discuss LCR’s Phase 1 program for field operator integration into its Title V program. The paper will also discuss the other field worker process improvements that can be achieved with the use of mobile computing to increase proactive real time decision making and employee ownership of assets to help achieve superior reliability and HSE results.
