Description:

Frontier Refining Inc. submitted a Title V application to the state of Wyoming in late 1995. As the new century appeared , Frontier realized that the management of the terms and conditions the Title V permit would be a daunting task. The annual compliance certification would also be a major undertaking. At that time the refinery environmental data was managed through a variety of disparate systems including Excel spreadsheets, Access databases, third party software and paper records. A search for commercially available Environmental Management Information Systems (EMIS) was started in 2000. The Title V permit was issued on January 21, 2003. The EMIS search yielded two vendors (ENVIANCE and Perillon) who could satisfy Frontier’s requirements. The final vendor selection (Perillon) was made in mid-2003. This paper discusses implementation activities starting with final vendor election up to the present time.
