ENV-05-207 Assuring Compliance: Implementation of an Information System within a Smaller Refining Organization

Assuring compliance in a smaller company requires active participation and technical understanding at a much lower level in the organization. Combined with the potential financial impact of even moderate non-compliance penalties, the burden of implementing and maintaining an effective compliance assurance plan is heavier and, perhaps, even more important than for a large organization. This paper presents our experience in deciding to implement such a plan, and describes the process we used to arrive at our decision on how to proceed. Although some details are provided on the actual system, the focus of this paper is how we decided whether to implement an electronic system, whether to build or buy the system, and how we maximized our benefits during the implementation of the selected approach.
