Petroleum refining typically deals with large volumes of incoming crude oil and outgoing intermediate and finished products. The majority of chemicals used and products produced are considered hazardous materials (hazmat) and are typically transported by pipeline, rail, ship, or commercial motor vehicle. All of these transportation modes fall under the jurisdiction of the U.S. Department of Transportation (DOT) and associated regulations in the Code of Federal Regulations (CFR), Title 49. This paper reviews DOT regulations that affect refinery operations and highlight some of the practices refineries are using to maintain best demonstrated practices.
